UPDATE 5/3/2023 - THE SECOND CIRCUIT COURT CANNOT BE REACHED BY PHONE; THEY DO NOT RESPOND TO MY EMAILS. ..I will try again since I am accessing wifi here; and cannot access it at my apt building because the landlord is nefariously blocking me. For three months they, the resident manager, said it is out of order. A lie. They changed the password. I was direct about finding this out when an employee slipped and told me. I say slipped, because after this, he put me on hold and returned and said, "I made a mistake; it is out of order"
I will try sending them another email while I am on wifi. I will post this in the blogpost referring to Second Circuit Court.

Re: Wrongful Entry of Local Police, banging on my door and gangstalking
This evening your office did something very illegal by conspiring with police to help them try to force themselves in my apartment. This is NOT a communist country. Your duty to ensure the rights to privacy of tenants is a legal requirement. Police cannot help themselves to anywhere they want to go, making up lies to cover for themselves.
This is a residency, not a Gestapo.
I am unable to see who is really at my door, and that is another issue. I do not allow anyone in unless they have called me first. Why your management fails to provide a security hole in my door – yet have TWO doorbells installed on it, is certainly perplexing. And why Livable City Initiative passes that circumstance is just another reflection that they care nothing about doing their jobs and only about serving wants of dirty politicians.
I have a right to be upset about this, particularly considering the hell I have gone through from the illegal arrest and assault to me here in this building on February 4, 2016. Your office was notified the rent check I submitted was cancelled due to the recalculation of my Section 8 rent. I provided the letter, yet your office should have been notified at the same time. One of the pleasures enjoyed from unlawfully detaining me was an opportunity to alter the letter, to claim the rent payment was to begin March, not February, which could not even be true. I went to their office in December for the recertification and I am well aware of the constant tricks they play to create more distress to me. And I also remind you of your request of an unnecessary “special inspection” just to tell me that YOU do not like the harmless black plastic on my window, to keep the sun and night lights outside from disturbing my sleep. It is not a code violation, yet I took the path of least resistance, removed the plastic, and SIX MONTHS later, HUD in Hartford sent me an incoherent letter telling me to “allow” a second inspection. How absurd! I did not even respond, it was so absurd. I did not write to them, yet in the letter they noted they were responding to my inquiry. These illicit tactics have no value. Logically, if they had any concerns, they should have investigated the file first. Yet LCI will not even provide me a copy of the file, no doubt so they have more opportunity to alter records. If you did not want me to have black plastic on my window, you could have simply told me in writing. If you had told me in person, I would have requested it in writing, since I am not violating any code, yet I would have complied only to take the path of least resistance.
If police enter this complex to see someone, they should call first. And when they get to the lobby, the concierge should call. Instead, I get a fake call from someone one half hour before they help themselves to my apartment at a time I would not even be here if I had gone to my eye doctor appointment, yet I missed the bus and decided to make some Christmas candies and brought them down to the concierge in a gift bag, for him, for maintenance, and two small gift bags with the candies for maybe the postal worker if the one on liked that candy. I had given a few “leftovers” to the man who was working at the desk in the prior shift, since I made them for my eye doctor’s office.
At this point, I am no longer going to bring anything to your employees. I have better things to do than give things to your employees and shortly after Susan lets police go to my apartment without notifying me. Additionally, she denied knowing anything about the police being here when she was the one who let them up. She entered the 7th floor when she unlocked the elevator.
Interfering with my safety and my Constitutional rights to privacy are a significant issue. Most likely you won’t respond to this because, as with the Cease And Desist Letter, you said your attorney told you not to respond. I am providing this to HUD and to the DOJ. If you don’t want me to give a food gift to your employees, tell me. Don’t have police gangstalk me.

1. I applied for Section 8 in 2009. I wasn't approved until December 2012. They told me I could move in - in a few days after they inspect my apartment. I gave my landlord a 30 day notice, that I would be out by January 15, 2013. They lied. They would not let me move in, nor was there an inspection EVER. ADDITIONALLY, MY LOCK WAS NEVER CHANGED TO MY APARTMENT DOOR - That is not only a violation of Section 8/HUD laws, but it is a violation of regular housing laws - I even brought it up to the judge when they tried to illegally evict me the summer of 2019. They just had to get me out before they rolled out their nefarious COVID BULLSHIT - which was intended to be a mass murder of millions of people using the real bioweapon created in a North Carolina lab - but intelligence in China intercepted it and replaced it with a placebo, the flu. The "Wuhan Virus" which it was named to falsely blame China for, changed names! How absolutely stupid is that, considering scientific nomenclatures cannot be changed unless the same damn sample studied to begin with had a different composition! In this case, IT WAS REPLACED, but these idiot TECHNOCRATS asked their Satanically-PROGRAMMED- computer to tell them what to do next. There still is no solution. Hartford Office uses the process for public housing contracts as if they were Section 8 apparently. Or, they just figure they can get away with lying just to me.
I am overwhelmed by the corruption!
I am perplexed how your office is handling this and am concerned they are catering to Trump’s wants, which has little, if anything, to do with the law and most likely he will create fraudulent Executive Orders just like Obama did. They are fraudulent because they are unlawful.
They altered my income, they fail to respond to the form I meticulously completed and submitted! They could respond citing specific pages of the 100 page document, but they don’t. They just make up things as they go along!
I made an error on my monthly income in rebuttal to their baseless statements. It was not $995 last year but $1015/month and I corrected that. Still, my ADJUSTED INCOME even without the consideration of my need for three crowns, a partial plate, and eyeglasses (along with the Standard Deduction when the tenant paying rent is disabled, $470) is calculated to be $683.33, resulting in a total of $331.67/3 = $110.56 is the very most I should paying for rent!
Those who cheat the system first are the ones who are employed by HUD!
Included with this letter are prior communications, including the CEASE & DESIST letter I sent and was never responded to. As you can see, I provided copies to the HUD Administrator, who also failed to respond. THIS IS OUTRIGHT FRAUD, DERELICTION OF DUTIES.

For the purpose of aiding low-income families in obtaining a decent place to live and of promoting economically mixed housing, assistance payments may be made with respect to existing housing in accordance with the provisions of this section.

This Housing Authority office conspired with my Section 8 landlord to try to get me evicted in 2019 - which would have made the Wuhan Virus rollout much easier, I am sure - particularly since I had Chinese friends who were probably directly involved with the creation of this off-the-grid apartment building - they make their own electricity, they have constant surveillance, and more. That's how they got stalking state police to arrest me in 2016. Along with assaulting me! Officer Jon Naples was trying to get me to go to the hospital, that is why! The recording was compromised with malware but when I had copies made, the computer system that copied it detected the malware with their antivirus software! The owner who copied my CD rom of that illegal arrest (which took over 6 months to get from prosecution because they alter records like they do court hearings on a regular basis, to fit their whims and deny they have anything to do with it which is an outright lie. I refused medical treatment for my shoulder which HE impinged and should have been arrested for! He also is trigger happy and shot and killed a young man who was not even armed in a parking lot in New Haven. Additionally, for emphasis, my personal documents are stolen on a continuous basis. It is obviously in part to destroy my opportunity to get recertified using your unlawful form that is not even paginated for DOCUMENT CONTROL, let alone bar-coded for legal purposes. In fact, I requested a full copy of what I submitted last year. This current housing specialist agreed I submitted it last year and told me to fax the request in writing because "I am at home now and I don't have the form to send you through email" I asked her, "Don't you archive blank forms on your website?" Silly me for asking such a foolish question!
I submitted the fax request the first week in September. Two Weeks go by and she fails to respond to my follow-ups yet claims she had and yelled at me on the phone, saying I was lying, they never got any recertification form from me last year. As stressful as it was, I told her she was framing herself, since she already confirmed I had, and she told me how to request the FOI.
After informing Agent Aldenburg, she then sent me documents which did not include all I submitted. Much or all of it was typed, so they probably even stole my drafted copies out of my apartment to use as a lame reflection of my alleged incompetency. After all, I am a targeted person and they will continue to harm me as much as they can get away with.
My point is very clear: EXPENSES THAT EXCEED A CERTAIN DOLLAR AMOUNT FAIL TO TAKE INTO CONSIDERATION THE PERCENTAGE OF INCOME. $2,000 FOR A SECTION 8 TENANT WHO HAS AN INCOME OF $40,000 A YEAR AND OBVIOUSY HAS INSURANCE, ETC. - SHOULD NOT BE TREATED THE SAME AS A SECTION 8 TENANT WITH EVEN ONE QUARTER OF THAT INCOME! THEY DO WHAT THEY WANT, THEY PLAY THEIR OWN GAMES. THE LAW DOESN'T MATTER.
I have relayed expenses MANY times to this office and they fail to change my rent calculation - even when this landlord made me pay an extra $50/month Over my Section 8! I had to do my own research and upon doing it, realized deliberate criminal intent to financially push me out of here. Illegally entering my apartment also gives them opportunity to intimidate me, harm me, including rigging hopeful accidents to harm me, since the man who obviously tried to kill me November 2013 by using silicone on the train floor wasn't successful, since I had hold of the handrail. Yet I suffered greatly from a severely torn hamstring, bleeding internally yet refused treatment by the Yale-New Haven Hospital ER SUPERVISOR - because his pea-brain was only concerned with my being on the organized crime hitlist, a Targeted Person, not a patient injured by corrupted people.

Someone who has a $45,000 a year income gets Section 8. The most they would have to pay is 1/3 of 45,000 = $14,850; leaving that person with $30,150 - NOT $10,000!
This housing authority fails to comply with laws and regulations regarding annual recertifications, processing hardhips, which I have submitted due to immense suffering from illicit arrests, assaults, illegal entries on a frequent basis - vandalizing, stealing property as well as personal documents! The assistance payment for an occupied PRAC unit is the operating
rent minus the TTP
Assisted Tenant A tenant who pays less than the
market rate.
Includes tenants:
1. Receiving Rent Supplement, RAP, PAC, or Section 8 assistance;
2. Living in a Section 202 PRAC or Section 811 PRAC development
paying equal to or less than the operating rent;
3. Living in a Section 202 PRAC or Section 811 PRAC development
paying more than the operating rent, which generates excess
income;
4. Paying the BMIR contract rent;
5. Paying the Section 236 basic rent; or
6. Paying above basic rent, which generates excess income, but less
than market rent, in a Section 236 project.
Market Rent
The rent HUD authorizes the owner to collect from families ineligible
for assistance. For Section 236 units, the market rent is shown on the
project's HUD-approved rent schedule. For Rent Supplement,
Section 202, and Section 8 units, the market rent is the same as the
contract rent. For BMIR units, market rent varies by whether the
project is a rental or cooperative.
Note, the only time MARKET RENT is important in determining the Tenant's portion of Section 8 rent is when the tenant is indigent with FEDERAL POVERTY LEVEL INCOME, qualifying them for 42 USC Section 1437f!
1. BMIR Rentals. Market rent equals 110% of the BMIR rent.
2. BMIR Cooperatives. Cooperatives use the their own term “carrying charge”
to describe the amount charged a cooperative member for
occupying a unit. Market carrying charges equal the contract
carrying charge plus any surcharge established by the cooperative
and approved by HUD. If the cooperative has not received HUD
approval of a plan for surcharging its over-income members, the
market carrying charge equals 110% of the contract carrying
charge.
Contract Rent The rent HUD or the Contract Administrator has approved for each
unit type covered under an assistance contract. The rent may be paid
by the tenant, HUD, or both. Refer to the project’s rental schedule
(form HUD-92458) or Rental Assistance contract for exact amounts.
Deductions In determining adjusted income, the owner must deduct the following
from annual income:
1. $480 for each dependent;
2. $400 for any elderly family or disabled family;
3. The sum of the following to the extent the sum exceeds 3% of
annual income: FALSE! IT IS 2%, YET HOUSING AUTHORITY CLAIMS TENANTS CANNOT SUBMIT ANYTHING IF IT IS LESS THAN $2,000 AND THEREAFTER CLAIM THEY DO NOT CONSIDER ANY EXPENSES UNLESS IT IS BEYOND $6,000! 3/9/2022 - I tried to make this red lettering and the selection will not change!...It changed finally...After this door abuse, I had a monthly food delivery supposedly made and I did not get it. The person who left me a voicemail sounded just like employee above. How is he even allowed to do that? Most likely the landlord offered a hefty donation to rig the abuse, and bive my food to someone else or worse yet, throw it out, and wasting is a "no big deal here" until I tell them to do their damn job and they label it a waste to change my door lock, which they never changed before I moved here and MANY people probably have a key! They rented out apartments like hotel rooms! Local hotels were angry when they found out. I found this in researching, especially when they tried to evict me for nonpayment - when I pay! Even more than I should have to since my income is federal poverty level.
A lot of bastards from my life get their kicks reading this and enjoy harming me more! There is no checks and balances in this damn country! This is SOCIALISM! Today I started my morning out with literally taking apart all my stored cans because the latest vandalism circumstance involved replacing many with cans in poor shape and also saturating the cardboard with water to destroy even more. I was planning on making a tortilla casserole for some good people I know yet had to spend hours with this task, along with bagging up many of the items I collected on my counter, for FBI investigators to look at since the landlord refuses to take any responsibility, including failing to change my lock when I moved in January 2013. I discovered this when their office tried to illegally evict me in 2019 - which they failed to win. I won it yet every time I check out the case, I find the housing court has altered it, which is typical of their corruption. The case should not have even been docketed since it failed to meet the preliminary requirements for probable cause!
Regrettably, I send this letter to you, due to the continuous harm I am being subjected by because of ILLEGAL ENTRIES, VANDALIZING, including obvIous attempts to murder me, which are tied to this.
Spending hours cleaning up messes caused by home invaders who obviously work for Bozzuto, Inc. is a FREQUENT circumstance! Destruction of my property is a FREQUENT circumstance! Rigging things intended to fall on me to harm or even kill me is a FREQUENT circumstance! I have had to be on Cipro for poisoning twice and other times I was not as severely sick yet obviously poisoned!
1. Several cans of food were not even mine and also rusted out, like they had been sitting on water for a year. I use what I have in that area and check it frequently.
2. One of the most recent times I left my apartment, I needed to return because I forgot a few things. Just in that short time, Bozzutos obviously used a remote device and caused a great amount of water to pour on my floor. I must have disrupted their escapades by walking back in, onto a flooded floor, which was caused by controlled mechanisms - NOT AN EMERGENCY! Indeed it was obvious to me that your company was trying to create a reason to enter my apartment - even attempt to evict me on rigged circumstances. The plastic jugs I keep water in incase of emergency were NOT leaking. I had thoroughly cleaned my kitchen floor the evening before and had no problems with jugs leaking! The floor was completely dry when I left my apartment.
3. My keys were stolen and a month later they were placed on my bed! Yet their office again refused to change my lock, which should have been done before I moved in, in 2013. Bozzutos had been renting units here since 2010, yet Dragana LaCore, then assistant manager (she became manager) claimed that this apartment was never used for anything but to show prospective tenants. Why would the leasing office show an apartment that they don’t plan to rent? Only available apartments should be shown. So that raised a red flag. Over time, I found out that this apartment was used for in-house parties and free rent for friends, and also nightly rentals like a hotel. I also noticed they promoted the the nightly rentals of studio apartments on Twitter.
4. I have FEDERAL POVERTY LEVEL INCOME. The local housing authority gets blocked grants based on data to include how many people who get Section 8 have federal poverty level income! They are obviously obscunding funds by charging me and probably others excessive amounts violating the HUD laws. How handy it is to have traitors to the US work in the government offices because laws mean nothing to them, to follow! My rent should be 10% of the Fair Use and Value of this unit! They forced me in a unit which is much smaller than other single persons who have Section 8, which I consider also a red flag for DELIBERATE DECEPTION.
5. I lost my $1,600 deposit from my prior apartment because this leasing office, namely Dragana LaCore, lied about my being able to move in, in a few days from signing. That did not happen! It was 28 days! Two days from the 30-day notice I gave to my prior landlord! The truck I rented would have been sufficient yet they withheld a ramp for me to put my boxes and furniture in, yet provided me a dolly as if I had a ramp! Charging me full price for the rental! The 2 men I hired to help me stole from me. I filed a housing suite against my prior landlord and the court ORDERED me to go to the city offices for the hearing - A VERY CORRUPTED ACT TO DEPRIVE ME OF MY RIGHTS! THEY REMOVED THE CASE FROM THE BOOKS! THE HEARING WAS A SHAM! A HOAX! As much as the Sandy Hook Shooting was a hoax! As much as the blaming of Middle East for mass murdering thousands of Americans on September 11, 2001 was hoax! Americans murdered Americans that day! George W. Bush could have stopped it! He was involved! Dick Cheney was involved! Hillary and Bill Clinton were invoved! Bill Clinton is half brother to GW Bush and WHY GW Bush was not GHW Bush junior since Bill Clinton was born a month before him! The CIA was involved! My own uncle was on obvious CIA operative and he fraudulently used my social security number wnen he purchased his wife’s Mercedes Benz so he could dodge thousands of dollars in sales tax - flatlining my credit! The bank admitted it yet told ME to talk to my uncle! I said, NO, You are supposed to prosecute fraud! Approximately 125 people were direct planners, to include John Bolton, who obviously got the military grade weaponry, including Thermate, the explosives used for the demolition of the WTC buildings, which were wired up for demolition secretly by a supposed elevator company. WASHINGTON DC COVERS IT ALL UP! Colin Powell was able to stave off war, not agreeing to it. Yet GW Bush involved himself in a slanderous campaign accusing Colin Powell of “FAILED INTELLEGENCE” during the Gulf War. Then why the hell did GW Bush beg Colin Powell to be his Secretary of State? He obviously wanted to preoccupy him so he wouldn’t get caught in the mass murdering plan, which GHW Bush was probably the lead master for! Barbara Bush’s father was Alleister Crowley, British Satanist who was very dangerous, evil. He also promoted sex cults, and claimed that sex was the most powerful social weapon, considering raping as a means to target harmless citizens like myself who demand ONE THING: JUSTICE. 6. All of my actions are made peacefully, and they consider this a weakness of mine! They target me, including the illicit arrest in February 2016 - as a lame attempt to get me evicted! I was ILLEGALLY ARRESTED! I WAS ASSAULTED BY THE POLICE OFFICER! I WAS DEPRIVED OF DUE PROCESS BY THE COURT! It took me 8 months to get my rights - the judge ILLEGALLY ISSUED A NOLLE BECAUSE HE DID NOT WANT TRIAL. I HAD NOT EVEN PLEADED YET BECAUSE THEY FAILED TO PROVIDE PROBABLE CAUSE. THEY FAILED TO PRODUCE THE FORM WHICH INCLUDES CHARGES AND PROBABLE CAUSE! They forced me to have an attorney who was lying about the records, he did not even have the form in his office, yet he WANTED me in prison! I removed him after meeting with him the first time! He was the same attorney who helped get off the contracted murderers on the Petit Case, which Dr. Petit did nothing publically about, nor did he get an attorney to do anything about, when their death sentences were replaced with life in prison! I searched the records for any legal documents challenging the insufficient, dishonest documents submitted by this same attorney, who was obviously paid by the Connecticut Government to lobby! Or maybe through other money laundering, embezzlement, backdoor deals! He did not even present himself on behalf of any organization! This attorney was Walter Bansley, who claimed to be a hero for spending 3 tours in Afghanistan, where CIA was making tons of money selling their dope from opium factories - which Dept of Defense Secretary James Mattis had bombed, since Mike Pompeo (then CIA Director) REFUSED TO TAKE DOWN! President Trump fired James Mattis because of it! He fired Rex Tillerson so Mike Pompeo could get emergency immunity, since the military were obviously in the preliminary stages of arresting him!
7. Colin Powell was obviously medically murdered a few months ago, after he was FORCED to have a COVID vaccine, probably so he could travel out of the country SEEKING PEACE!
8. The Biden Administration is just doing what Trump was trying to do - incite war like gladiators - to view it on their TV’s and not care about who dies, they just want billions to die!

Powell’s death, but eventually cause a landslide - since the geoscientists in the UK have warned for about 5 years that if LaPalma had a landslide, there would be a mega tsunami which would wipe out Britain and the US East Coast, to name the main areas. It is obvious to me that the scientists were able to intercept that attempt. Ruger4Life on YouTube has emphasized their next plan is to literally blow up LaPalma and he goes into detail how the satanists who run The Economist publication in particular, obviously humor themselves with their secret signage, symbols, and words right in plain sight.

12. Yes, I am a targeted person! That is why they severely injured me November 2013, obviously attempting to kill me, using my own craft silicone in my apartment - on the floor bed of the train I was getting on, which caused me to almost slam into the other side of the train, which would have broken my back or neck, to say the least. But I had hold of the handrail, as suggested by a conductor a long time ago, since I was nearly killed by a 20 ton truck January 1978 after telling a sex stalker in that town to leave me alone, he was a pig. He was trying to recruit me for his “escort service”. My father told me I did the right thing telling him that. Yet just after that, I was called into work as an “emergency” because the other two employees who did food preps were not available, they were sick. That is when the sander truck filled with sand slammed into me, using a spotter vehicle to tell him when to position himself in my lane on a double lane highway - and the attorney who took my case when I was in ICU in a coma just couldn’t figure out why I didn’t die. He could have cared less about the attempted murder. He interrogated me in his office after I got out of the hospital, after being there 3 1/2 months bedridden! He had the audacity to ask me why the sander truck did not get out of my way! Showing me pictures of a sunny day and bare roads! I was told by a paramedic who was there that this sander truck driver was actually asked to work a second shift! I asked the attorney, “Why was he even sanding the bare roads on a sunny day?” and Attorney Frederick Kendall defended him saying, “They predicted snow, that’s why” And my father found out a year after I settled out of court that the attorney’s brother, Donald Kendall, President of PepsiCo, paid a hitman to kill the President of Chile because he refused to sell Pepsi products in his country! And the dirty politicians in the 70’s covered it all up, creating a fake campaign about “We knew he was a bad leader” like Hillary Clinton did to the beloved leader in Lybia after she got CIA to murder him and Ambassador Stevens (who she considered a weak link to her corruption, selling illegal weapons, etc) - and they looted Mohamar Gadaffi’s treasury to feed CIA! Leaving Lybia penniless! The actions of NAZIs!
13. Many of my possessions in my current apartment were vandalized, stolen. I found proofs of just some of them! I placed them on my counter and my counter was completely covered! This morning I placed many of those items in a paper bag, as I placed the planted deteriorated food and food products I never get, in another bag. I have done this before!
14. My apartment has been ransacked before and they spread all my files on my kitchen floor. This was the evening I volunteered for United Way, which enjoyed sopping up $19 million dollars of the Sandy Hook Hoax, never having to pay anyone back. After all they were people all over the world sending checks because they thought the deaths of 19 children were true! 19 is in the day of September 11, 9/11! 19 is what they added to the replaced name of Wuhan Virus, since intelligence intercepted it and replaced it with the common flu to diffuse the situation without war! Bill Gates kept it going by lying and claiming “we are all sick unless we can prove we are healthy” campaign. An absolutely stupid agenda yet the dirty politcians kept pressing it and no doubt used death threats to anyone who did not comply with their secret agenda!
15. When my files were spread all over, they had to have entered when I was here and drugged me before or after they assaulted me! And the similar thing occurred recently when my keys were stolen! I lost a day from that week because I was obviously drugged for at least 24 hours.
16. This is not about me breaking any laws. This is about this landlord at the very least allowing the illegal entries to harm me, to scare me out. It doesn’t matter that they are the ones failing to abide by HUD laws. After all, they have a Washington, DC office and align themselves with the nefarious secret societies that run this country in a tyrannical way.
17. For 9 years my apartment has been vandalized, illegally entered! My hamstring was badly torn when I was forced to lose complete footage of the floor, using silicone material only when I walked on the train. Many women in high heels had no problem ahead of me. The man in front of me just watched! Not grabbing me, not anything! Like an arsenist watches the fire he caused to burn! A woman who heard me as I struggled while holding the handrail, yelled out for the conductor. I was in such severe pain, I could not yell. I requested to make a police report when the medics placed me on their stretcher. The officer took my information, did NOT give me a case number, and the report she made was deleted from their records! Yet she was right there on video taking my infomation. The hospital recorded that I arrived by personal vehicle!
18. Later, January 2018, when I attempted to timely mail a completed 65-page recertification form which the local housing only gave me three days to complete, I was obviously hit by a remote laser in the back of my knee and suffered an avulsion, which is a tendon that is almost completlely ripped from the bone. It was a very serious injury. I still went to the post office a block away and mailed the recertification form! Because I am a targeted person, I went to NYC this time to get help because I was abused by medical malpractice by two different doctors, one who claimed I just had a bruise and refused to have an MRI done even though I was obviously bleeding internally! They did that to me when I had the severely torn hamstring also! And this doctor wanted to harm me more by FORCING me to have physical therapy with no treatment and the physcal therapist was so incompetent she could have cared less about my range of motion, etc She just claimed, “No pain no gain” which was completely idiotic and abusive. I walked out in such terrible pain because I was not being treated for the injury! She didn’t even use ice and heat! I did not even have my jacket, nor did that employee bring it out to me or even call me, even though it was in a prominent place. I never got my jacket back, either! I had to walk all the way down Chapel Street due to freezing cold temperature and no bus arriving.

This problem is not me, it is your office. It is the lack of accountability. It is the deliberate frauding of information. Your office is obviously getting block grants on fudged data, including claiming you take care of a certain number of people who have FEDERAL POVERTY LEVEL INCOMES yet you fail to process them as having FEDERAL POVERTY LEVEL INCOMES. You care nothing about ensuring the HAP Contract is legitamately administered. Your office only responds with superfluous statements like “It’s not my job”; “That’s your problem”; etc. To make matters worse, even though I have been here since January 2013, you FAIL TO RETAIN A COMPLETE COPY OF MY RECORDS. YOU DESTROY RECORDS.
Just Surviving is what I focus on. You conspire with my landlord, you let them conspire with the police to illicitly arrest me, you conspire with the crooked judge who failed to EVER hold a legitimate preliminary hearing, and even though I refused to plea since they failed to go over probable cause and provide me a Long Form, the crooked judge nolled it after 9 months of suffering personally, unable to see the dentist for a crown I needed. Using Dental Clinics to target people is also commonplace. They are so dependant on this socialist government that most could care less about being professionals -they follow a script.
Your office fails to abide by the laws for which establish your existence. Among many others I will refer to two circumstances, since your office seems to be “allergic” to laws, and dishonest politicians tell you not to follow them because THEY are the law, which is the farthest thing from the truth. Of course, your office knows that but it doesn’t matter.
47a-14h: TENANT’S RIGHT TO WITHHOLD RENT
Though I have a right to not pay the landlord, I continue to do so because HUD refuses to withhold rent despite the fact the landlord knowingly breaks tenant laws which don’t just disturb my security - they VIOLATE MY SECURITY, RESULTING IN CONTINUOUS ILLEGAL ENTRIES, INCLUDING TWO OCCASIONS WHEN THEY ENTERED MY APARTMENT WHEN I WAS IN IT. My apartment was vandalized and the second time they stole my apartment keys. These doors are not safe unless the locks are changed when a tenant moves in, which is a legal requirement. In 2016, the apartment manager, Christine Ngyn-Brennon said right in court, “You didn’t need a new lock. You can trust us.” That comment was so absolutely bizarre! I responded with, “You are now trying to illegally evict me and you have the nerve to say I can trust you?” The judge immediately defended them and said, “I am striking that statement! I said, “Of course, you have no right to defend the

plaintiff but laws don’t matter in this court anyway!” There was an attorney for the landlord and there was a rep from your office - all ganging up on me and refusing to abide by the law. Yet I gave the landlord the rent for that whole time they tried to evict me! Reason being, the law doesn’t matter here! I had a right to get every penny AND MORE of I paid them along with HUD revoking rent and even garnishing what was already paid for 9 years. But rights do n’t matter in this state. It is all about SOCIALISM, a deliberate undermining of the Federal Republic, deliberate undermining of the US Constitution.
NO TENANT WHICH HAS A FEDERAL POVERTY LEVEL INCOME SHOULD PAY MORE THAN 10% of the FAIR USE AND VALUE of the apartment they occupy, which in my case is much smaller than other single Section 8 tenants. I know I am a targeted person. Having police gangstalk me and assault me as a disabled person from being almost murdered by a town employee, who was driving a 20-ton truck, filled with sand on a sunny day, seems to only feed the desire to harm me because the dishonest attorney and insurance company cheated me in many ways and were not successful in killing me off!
I have had to pay thousands of dollars for long-needed dental service yet your office fails to document ANY of it! When I provided proof of payments using my bank account information, I was told “We Don’t take bank account information” even though it is more authentic than the dental industry’s software in many circumstances - since they are manipulated by dishonest people who override information.

I even went to the Yale Law School Library and PAID for a published document which covered all aspects of DOCUMENT CONTROL, PROCESSING, AND LEGAL REQUIREMENTS COMING FROM AN OFFICE REPRESENTING THE GOVERNMENT. That must have been viewed

as a joke by ignorant managers, including the Director, who the housing judge claimed, “She isn’t required to be here because she doesn’t know anything” And that is quite an understatement. Yet she is paid to know. She takes oath to know and carry out her duties as LEGALLY REQUIRED. But she doesn’t. And she gets away with it because this is a SOCIALIST-RUNNING STATE THAT CARES NOTHING ABOUT ABIDING BY LAWS.
There was never an appointment by phone or office to go over this processing. I had also reminded your office that you cannot make things up as you go along, which would include an erroneous applying of MTW, defined as a non-program by HUD which the local politicians consider a way to break laws under radar. I notice that Minneapolis, MN also abuses that program, and no doubt through placing certain people who do not think for themselves allows such abuse of HUD funding. They even told me they would make me pay more for rent because “You can only be on this program in our district” . It is not even a program! It is not part of my HAP contract! Yet did any of that matter? I had a pleasant conversation with a retiring alderwoman about this and she said, “I am the one who pushed the city to get it based on what the politicians were telling me.” I said, “The politicians were lying like they do most of the time.” I offered to give her the hard facts, she did not go to the law library, she would not be an alderwoman if she actually researched things. And of course, they can rig her computer so she only views what THEY want her to view. I think her first name was Alberta. I provided her copies of documents and mailed them to her. She gave me her address and phone number, even though she had recently retired or was close to leaving office. I told her, “Good for you” since this is no legitimate community and nobody cares about administering laws any more than Obama did. That healthy alderwoman had an untimely death shortly after she presented these supporting legal documents to the FAKE MTW program! This MTW program was written by a fake attorney, Rod Solomon, who was probably transgendered when attending Stanford (where CIA operative Christine Ford is “employed” and got $1million CIA laundered money sent to her through GoFundMe, for lying about Kavanaugh raping her, then changed it to sex assault - when she really had Skull & Bonesman“Devils Triangle” sexcapades while attending SCSU and Kavanaugh was attending Yale University! You don’t care about ensuring my security and having the landlord change my lock even though my apartment has been vandalized on a continuous basis and they also steal things from me.
You don’t care to ensure I am reimbursed back rent since these many home intrusions are reason for them to pay me the back rent until they have changed my lock. My lock was even stolen for a full month, and I got home in December and found the keys on my bed!
Anything I say, as direct as it is, will get spin by your office and dishonest politicians, to evade from the law in this already lawless state where it is commonplace to rig elections.

Your office fails to abide by them. Instead, you say your reason is that politicians override the laws and approve a self-serving established “Tier Program” which is OUTRIGHT ILLEGAL. The laws are still active. You cannot pancake on your own BS processing to keep targeting people you just want to get rid of anyway!
I am not changing what I pay in rent! This is a criminally-run program and no matter what I do to asert my rights, your office continues to break laws, including allowing this demented SOCIALISM! Ganging up on a person who has a Federal Poverty Level income and has been greatly harmed in this community (to include badly torn hamstring which I refused an operation for because the hospital kills people on a regular basis and I reminded the doctor I could not even see him for three weeks because I was deprived of an appointment based on the ER doctor’s refusal to treat me even though I had to be transported by ambulance! I am targeted, that is why. He was using his job as a weapon to go along with the socialist politicians who break laws, lie, fraud - as a routine thing!
Saving money to leave this state has been a great burden. This month, I only have $116 left and have to pay my 6-month postal rent fee, which will eat up most of it. I was able to save $100 out of my social security yet not without further suffering by a dishonest and abusive dentist who did not need to do a core buildup on my tooth. At the time it was

explained, I said, “I never heard of a core buildup and have never been charged that.: Their response was, “That is a routine procedure. You must be mistaken.” The dentist spent a half hour shaving down my tooth! Though an image was taken of this, their office failed to provide me the x-rays and all of the records I demanded in a letter which I signed, scanned and emailed to them. That office became completely controlled by corrupted people and nobody there will stand up to the corruption. And in the case of that dentist, he fully-knew he was harming me. What he did was assault, fraud, and damage to my body!
Most likely your office will just take humor in what I relay and that will be that. No response. Nobody does anything - just like when you tried increasing my rent before and I refused to pay it with a long letter justifying why.
Operating on lies and fraud only creates massive destruction to a society. This society has been unstructured for as long as I have been here. There has been so much obscunding of housing funds and though the media report some of the crimes are adjudicated, what most likely happens is they are appealed and thrown out and nobody has to pay anything back. I can name circumstances where that has happened in criminal cases. But what is the point? If this letter is even read, I would be surprised.
What is the point of further emphasis to the harm of my security? Your office has done nothing about anything.

STATEMENT WITH LETTER OF 27FEB2022
This cannot be notarized in New Haven because the STATE-PAID NOTARY by the first name of Joshua, whose brother is apparently an attorney, etc. - LITERALLY REFUSES TO DO HIS JOB AND NOTARIZE MY DOCUMENTS. THAT IS ILLEGAL. HE WAS TOLD TO DO THAT BY THE SOCIALIST-RUN COURTHOUSE, I heard them call him and tell him that yet he repeatedly has told me that he has the power to refuse me with absoluttely nothing to back it up with - including why he can violate his own responsiblities as a state-paid employee. Yet this is typical. He was ordered by the courthouse official
to refuse me any notarized documents after I submitted a notarized statement of the court’s deliberate frauding of an already-fraudulent collection case against me, where I even proved with logic that I owed nothing AND they did not serve me properly, including placing an unprocessed Priority Mail Package in my mailbox - which can only be done if the management gives the person access to my mailbox, since it was outside of delivery hours - which of course, will also be rigged since the management wants to frame the postal worker for it - even though I have even caught them tampering with my mail - yet they will not place videos where the mailboxes are - how handy to deprive people of their security rights. And your office only asks the dishonest politiicans what to do next rather than abide by your responsibilities.
This 7-page letter is being signed and emailed along with the attached letter of Jan 12, 2022, which I did not receive in my mail until January 25, 2022. Should I be able to get to a courthouse outside of town in the near future, I will sign it again and have it notarized before mailing a hard copy;

I did not receive these documents until February 28, 2022 - a typical tactic played by all in Connecticut! I requested years ago that your office send my mail to my PO Box. Yet you sent it to my mail where I live, despite the very fact that management tampers with my mail here! They deliberately set up the mailbox area WITHOUT surveillance to pull these tricks!
